About E. Cartier Esham, Ph.D.
I am a dedicated and strategic executive passionate about advancing innovative health policies and empowering disruptive thought leadership. Over the past 24 years, I have honed my skills in legislative strategy, regulatory affairs, stakeholder engagement, policy development, and consensus building. These skills are designed to achieve impactful outcomes for my clients.
Throughout my career, I have held significant roles at Dutko Worldwide and the Biotechnology Innovation Organization (BIO). During my tenure at BIO, I held multiple leadership positions, including Chief Scientific Officer and Senior Advisor. In these roles, I managed drug, biologic, and vaccine development and capital formation policy and advocacy teams.
My work has provided significant and impactful contributions to the biopharmaceutical sector, including the reform of the SBIR program, the JOBS Act, the advancement of the PDUFA V, VI, and VII agreements (served as a lead negotiator for VI and VII), the 21st Century Cures Act, patient focused drug development, clinical trial diversity legislation and establishing the value of medicines. I have a reputation for seeing the bigger picture and meticulously crafting and implementing strategies that provide tangible results and impactful outcomes.

I hold a Bachelor's degree from the University of Kentucky, a Master's in marine biology from the University of Wilmington, NC, and a Doctorate in microbiology from the University of Georgia. In addition to my professional achievements, I have served on the Alliance for a Stronger FDA board and am currently serving as a board member for Eshelman Innovation.
